PMAN Welcomes Police Report on Plot 504, Confirms Termination of Olusco Deal

 


..Calls for Wider Probe into Alleged Land-Fraud Network

Abuja, Nigeria — August 21, 2025

The Performing Musicians Employers’ Association of Nigeria (PMAN), the lawful title holder to Plot 504, Cadastral Zone B00, Kukwaba, FCT, has welcomed the Investigation Report issued by the Inspector-General of Police (IGP) Monitoring Unit on activities linked to Olusco Heritage & Investment Ltd and Mr. Olufemi Olumeyan regarding PMAN’s land.

The Police Report establishes a prima facie case of Obtaining Money by False Pretences, Cheating, Threat to Life, Violence, Assault, Causing Harm, and Conduct Likely to Cause a Breach of Peace in connection with unauthorised dealings on the property. PMAN commended the Nigeria Police Force for its professionalism and diligence throughout the inquiry.

Background to the Dispute

In April 2023, PMAN signed a Joint Venture Agreement (JVA) with Olusco. However, the agreement contained a condition precedent requiring full payment of a premium to PMAN before taking effect. Olusco failed to meet this requirement, leaving the JVA unenforceable. Despite this, evidence emerged that Olusco was offering plots and units to the public without PMAN’s authorisation.

When PMAN pressed for accountability, Olusco cited financial difficulties. Matters escalated when Olusco allegedly requested that foreign investment funds be paid into a personal account—a request PMAN rejected. PMAN later uncovered evidence of unauthorised sales and parallel dealings, leading to the termination of the arrangement on 7 December 2024.



Findings Against Olusco

The Police Report also reveals that Olusco separately entered into a “Development Agreement” with G & D Building & Engineering Ltd, receiving ₦350 million and further investments in site works. When relations soured, Olusco reportedly denied responsibility, repudiated signatures, and allegedly mobilised thugs to disrupt site activities.

In addition, the Report noted the roles of Mr. Boniface Itodo (a former PMAN General Secretary) and Mr. Zakky Azzay in activities that misled the public, including continued impersonation of PMAN officials after their suspension or dismissal by the National Executive Council.

PMAN’s Position

PMAN has reinforced site security in collaboration with law enforcement and clarified that no sale, allocation, pledge, or advertisement on Plot 504 is valid without PMAN’s written consent.

Contrary to sensational media claims, no one was shot during the police-backed dispersal of trespassers at the site; only one individual sustained a minor injury while fleeing and is receiving treatment at a police hospital.


Olusco


PMAN emphasises that those named in the Report remain innocent until proven guilty and pledged full cooperation with law enforcement. The Association has also called on victims who made payments to Olusco or its affiliates to lodge formal complaints with the IGP Monitoring Unit.

“We thank the Nigeria Police Force for a thorough, professional investigation. Our priority is public protection and restoring confidence around Plot 504. We urge anyone who paid money to unauthorised parties to come forward for verification. The Investigation Report is a critical step toward accountability. We are aligning with the IGP Monitoring Unit and EFCC to ensure victims are identified, assets traced, and justice delivered.”

The full Police Investigation Report is available to relevant authorities and accredited media upon request. Sensitive evidence will only be shared with agencies and courts handling the matter.
